| RANKING COMPOSITE INDEX |
The Ranking composite index procedure allows to rank the cases and to examine the index structure in a report card. The Ranking procedure arrange the cases according to the score they receive when is used an index composed from many indicators.
The Ranking procedure offers the following information:
Positive and negative weights can be assigned if the indicators used are "desirable features" and "undesirable features". In Report Cards, green shows a relative strength of a case in comparison with the other cases for the respective variable. Green is displayed on bars showing values higher than average for "desirable" features and values below average for "undesirable" features. Red shows a relative weakness of a case in comparison with all the other cases. Red is displayed on bars with values below average for "desirable" features and with values higher than average for "undesirable" features. The width of the bars is proportional to the variables' weights. This way, the impact of changing weights "on-the-fly" is immediately perceived in the changed amount of color on the Report Cards. The weight of each variable is displayed on the left of each bar.
Example: Ranking procedure for the HEALTH_1 index . We choose to divide the cases (municipalities) in 3 equal groups (we used 2 breaks and equal number of cases).

The ranking report cards allow to compare different regions and identify the similarities and the differences.

If we select, for example, two towns (TOWN OF GATCHINA and TOWN OF VOLKHOV) we can observe that there are similarities but also differences between them.
Town of GATCHINA has a poor situation regarding the hospital places per 1000 population meanwhile the Town of VOLKHOV shows a poor situation for indicator INFANT MORTALITY (the values of the indicator for VOLKHOV are over the average)
Therefore, the targeted interventions must differ according to the needs of each region.
